ADB approves 540 million dollar projects to reform Pakistan’s state-owned enterprises

The Asian Development Bank approved two projects worth 540 million dollars to support Pakistan’s economic and environmental resilience. The financing includes a 400 million dollar results-based loan for the Accelerating SOE Transformation Programme and a 140 million dollar concessional loan for the Sindh Coastal Resilience Sector Project. The SOE reform programme aims to improve governance and commercial performance in state-owned enterprises, including restructuring the National Highway Authority. ADB Country Director Emma Fan said the programme will strengthen corporate governance, digitalisation, road safety, and financial sustainability while promoting private sector growth.

The SOE programme also includes a 750,000 dollar technical assistance grant to build capacity and ensure effective reform implementation. The initiative is Pakistan’s first results-based loan exclusively focused on public sector management reform. Past ADB support has contributed to the SOE Act, SOE Policy, and establishment of a central monitoring unit, enhancing transparency and efficiency in the public sector.

The Sindh Coastal Resilience Sector Project targets vulnerable districts of Badin, Sujawal, and Thatta. It will benefit over 500,000 people, protect 150,000 hectares of farmland, and restore 22,000 hectares of forest. Investments include improved drainage, flood protection, mangrove restoration, and nature-based solutions. At least 25 percent of funds will support women-led initiatives to strengthen community resilience. The project is co-financed by the Green Climate Fund and complements international livelihood development efforts.
