AOAF rejects the postings of PAS and PSP officers on Provincial Posts: Wazir

Pakistan needs reforms. Then, the first reform initiative is to reform civil services corroborating constitution, specialization & autonomy.

The president of the Association of Administrative Federalism, Pakistan, Noman Wazir, has stated that PAS and PSP officers’ postings on posts connected with a province’s affairs are illegal and unconstitutional. In a press release dated 24/12/2022, he further asserted that law and constitution must be implemented in the civil service regimes. He further says that the association is a legal body of all provincial civil servants of Pakistan including provincial police officers who are vying for the implementation of administrative federalism.

The Association of Administrative Federalism unequivocally rejects the recent posting and transfer orders of Deputy Commissioners wherein Colonial Civil Servants (PAS) have been posted on purely provincial posts of Khyber Pakhtunkhwa.

Although Deputy Commissioner is a principal representative of the government and a fundamental unit of public service delivery within the district, the PAS officer posted in a district is not responsible to the provincial government while drawing salary from the provincial kitty. The establishment division even issued an advisory to not use the word “surrender” for the PAS/PSP officers. No matter what they do in the district, the provincial government can’t do anything except request the withdrawal of the services of PAS officers.

The Constitution has unambiguously declared that the mandate and authority of the affairs of the province are with the provincial governments viz. Chief Minister and his cabinet, and Provincial Assembly. Therefore, the Association adhering to its core principle of supremacy of the constitution and rule of law rejects the induction, promotion, and posting of PAS/PSP officers on purely provincial posts.
