Disinformation is the deliberate spread of false information to deceive or manipulate public opinion. It can take many forms, including fake news, propaganda, hoaxes, and conspiracy theories. Disinformation can be spread through various mediums, including social media, news outlets, and other online platforms. The spread of disinformation can have serious consequences, leading to confusion, fear, and social unrest and negatively impacting individuals, communities, and the state.

The uncontrolled spread of disinformation on social media platforms poses a significant threat to the stability and security of any state and society. In recent years, social media has become a powerful tool for individuals and groups to shape public opinion and disseminate their messages. The proliferation of fake news, hate speech, and propaganda on social media platforms has led to several negative consequences, including the spread of panic, fear, and social unrest.

Controlling social media disinformation is essential for the individual’s well-being as it can lead to the spread of false information that can negatively impact people’s lives. Misinformation can create confusion and fear among people, leading to irrational decision-making and behaviour. In some cases, it can even lead to physical harm or loss of life. Controlling social media disinformation can help individuals make informed decisions based on facts and prevent them from falling prey to false news.

Controlling social media disinformation is equally important for collective life. False news can create division among communities and cause social unrest. It can lead to the spread of hate speech and discrimination, which can create tensions among different groups. Controlling social media disinformation can help in promoting social cohesion and maintaining harmony among communities. It can also help in preventing the exploitation of social media platforms for malicious purposes.

Therefore, controlling social media disinformation is critical for the overall well-being of individuals, communities, and the state. Therefore, governments must adopt measures to control social media disinformation and promote media literacy among citizens to combat the growing issue of misinformation and disinformation in society.

The Indian government’s recent decision to establish a government-operated agency, specifically tasked with monitoring and fact-checking social media content related to government affairs, is a significant step towards controlling the spread of disinformation, hate speech, and fake news. The amendments to the IT Rules 2021, announced by the Ministry of Electronics and IT, require other organizations providing services to over 5 million users in India to make reasonable efforts to prevent the display, storage, transmission, or other dissemination of information that misleads or deceives users regarding government-related topics. 

The Indian government’s move to tackle disinformation is not an isolated case. Several European countries and organizations, including Germany, Russia, the United States, the United Kingdom, China, India, Turkey, and Malaysia, have passed legislation to combat disinformation, hate speech, and fake news. These measures, which have been successful in improving societal resilience and making it easier to recognize and resolve disinformation issues, include fact-checking activities and media literacy programs.

Pakistan, with its unique demographic landscape, is facing similar security concerns and being the subject of disinformation campaigns. The country’s growing population and a significant increase in internet usage underscore the need for strong regulatory measures. In November 2023, the Pakistan Telecommunication Authority (PTA) reported 126 million mobile broadband customers and 129 million broadband internet users, comprising 54% of the population. These numbers make the Pakistani people vulnerable to disinformation spread by foreign organizations.

The unchecked dissemination of false information and hate speech on social media is not just a concern, but a significant threat to Pakistan’s stability and security. Disinformation campaigns and propaganda have been directed at Pakistan for many years, with one significant example being the release of DisInfo Lab’s study, which exposed a 15-year disinformation network established by India to sway international and civil society opinions against Pakistan. An analysis of Twitter trends found that around 61% of hashtags like “#CivilWarinPak” were established in India and were used in 84,000 tweets, retweets, and responses by bogus Twitter accounts based in India.

Pakistan’s government must impose strict social media laws to alleviate the challenges and concerns resulting from disinformation. The primary purpose of applying these guidelines is to mitigate the negative impacts of misinformation on national unity, which is a key component of Pakistan’s National Security Policy 2022-26. The proposed social media laws align with this policy by aiming to maintain social cohesion and prevent the exploitation of social media platforms for malicious purposes. To combat the growing issue of misinformation and disinformation in Pakistan, regulatory changes and effective tactics should be implemented, including the promotion of extensive transmission of media literacy teaching, which includes the ability to check information and spot false news. Furthermore, journalists must receive fact-checking training from either the state or their company.

Pakistan, with its strong emphasis on maintaining political and economic stability, can look forward to a more secure future by implementing network enforcement laws. By upholding the integrity of public discourse and fostering a conducive atmosphere for economic advancement, Pakistan can strengthen its ability to withstand external influences, promote sustainable growth, and significantly improve the welfare of its population.
