The party’s supremo, Nawaz Sharif, unveiled the PML-N’s election manifesto titled “Pakistan Ko Nawaz Do” (Give Pakistan to Nawaz) on January 27, 2024, less than two weeks before the polls. The manifesto covers various aspects of the country’s economy, foreign policy, social development, and governance and promises to deliver on the party’s vision of a prosperous, peaceful, and progressive Pakistan. The manifesto also contrasts the PML-N’s achievements and policies with those of the previous PTI government, which the party accuses of ruining the economy, compromising sovereignty, and dividing the nation. However, the manifesto’s title is subjective and has no objective orientation. The title shows the engrossed Depth of leadership narcissism in Pakistan.
Strengths:
The PML-N’s manifesto has some strengths that may appeal to the voters, especially those who are dissatisfied with the current state of affairs in the country. Some of the strengths are:
- The manifesto focuses on the economy, which is the most pressing issue for the majority of the people who are facing high inflation, unemployment, poverty, and debt. The manifesto promises to revive the economy by reducing power tariffs, increasing electricity production, boosting exports, creating jobs, and providing relief to low-income groups. However, the manifesto does not hint at the ways and means how to achieve ambitious targets.
- The manifesto also addresses the aspirations of the youth, who constitute a large segment of the population and the electorate. The manifesto pledges to ensure youth representation in politics, restore student unions, expand the youth schemes, allocate funds for IT start-ups, increase youth entrepreneurship, establish a sports university, and initiate a scholarship fund. Then, their politics does not correspond to the high aims the party has. PMLN is struggling to ally youth with the ranks of PMLN as a youth in Pakistan disenchanted by the status quo and intermittent politics.
- The manifesto also shows the party’s commitment to the environment, which is a global concern and a national challenge. The manifesto vows to combat the impacts of climate change, promote green energy, secure water resources, and protect wildlife and forests. It is a welcome step from PMLN as it is critical for Pakistan to ensure a better enviornement. Even, most of the cities in Pakistan are non-liveable at this point in time.
- The manifesto also reflects the party’s vision of a tolerant, inclusive, and democratic Pakistan, where the rights of minorities, women, and workers are respected and protected. The manifesto promises to combat violence against minorities, modernize agriculture, make women independent, introduce a new labour policy, and bring constitutional, legal, judicial, and administrative reforms. It is also a welcome move as minorities and marginalized groups in Pakistan are suffering from the lack of interest from social and administrative organizations.
Weaknesses:
The PML-N’s manifesto, however, also has some areas for improvement that may undermine its credibility and feasibility. Some of the weaknesses are:
- The manifesto lacks specificity and clarity on how the party will implement its ambitious promises, especially in the face of fiscal constraints, institutional challenges, and external pressures. The manifesto does not provide any cost estimates, timelines, or sources of funding for its proposed projects and programs, nor does it explain how it will overcome the opposition and resistance from the stakeholders and rivals.
- The manifesto also ignores some of the key issues and controversies that have plagued the party and the country in the recent past, such as corruption allegations, the accountability process, civil-military relations, the role of the judiciary, media freedom, and regional security. The manifesto does not address how the party will deal with these issues and what its stance is on them, which may raise questions about its transparency and accountability.
- The manifesto also faces competition and comparison from the other parties, especially the PPP, which has also unveiled its manifesto with a similar slogan: “Chuno Nai Soch Ko” (Choose New Thinking). The PPP’s manifesto also covers many of the same areas as the PML-N’s but with some differences and variations. For example, the PPP’s manifesto promises to double the salaries of government employees, provide free healthcare, end hunger, and send a message of peace to India without any conditions. The voters may find the PPP’s manifesto more attractive or realistic than the PML-N’s, or vice versa, depending on their preferences and perspectives.
Critical Evaluation:
Most importantly, the manifesto does not talk about reforms. There is no roadmap for civil service reforms, administrative reforms, governance reforms, political reforms, or local government reforms. Critics believe that Pakistan can not develop without reforming its institutions and organizations. Then, there is no roadmap for legislation, law-making, and delegated legislation.
The manifesto also does not address the core issues of federalism, political rights, rule of law, and the freedoms and liberties of citizens. The manifesto also does not cover the Baluchistan and KPK issues. It does not also cover the fundamental issues of reforming the institutions such as NAB, ECP, and others. Moreover, the manifesto provides a picture of sloganeering than concrete structures for development and growth.
Furthermore, there are also no comprehensive plans for agricultural, educational, health, and social sector reforms. The essential parts of devolution are decentralization, principles of policy, rule of constitution, and development. Civil and criminal justice systems and reforming judiciary, legislature, and executive are not part of the PMLN manifesto. It seems a conventional document only fills the void of providing a manifesto to the people and the electorate.
The PML-N’s election manifesto is apparently a comprehensive and ambitious document that outlines the party’s agenda and vision for the future of Pakistan. The manifesto has some strengths that may resonate with the voters, especially on the economic and social fronts, but it also has some weaknesses that may cast doubts on its credibility and feasibility, especially on the political and institutional fronts. The manifesto also faces competition and comparison from the other parties, especially the PPP, which has also presented its manifesto with a similar theme and slogan. The ultimate verdict on the manifesto and the party will be given by the voters on February 8, 2024.
