As the nation gears up for the upcoming elections, the rulers have left no room for ambiguity: the 2017 census will form the basis for the polls. Although this decision has faced opposition from certain government allies, like the MQM, the unavoidable reality is that the government’s own inaction has left them with limited alternatives, forcing them to proceed with the 2017 figures. Any deviation from this path could lead to election delays, which is simply not acceptable.

The federal law minister asserted on Monday that in case the approval for the seventh census is not obtained, constituencies will be demarcated based on the data from the previous headcount. Unfortunately, this seems like a fait accompli, given the time constraints and the intricate legal and constitutional processes required to validate the latest census results and establish new constituencies. The election timeline demands prompt action.

Certain media reports on Tuesday suggested that the National Assembly might be dissolved early, although the information minister refuted such claims. Regardless of the dissolution date, elections are slated to take place no later than November, leaving little leeway to finalize and announce the census results, undertake necessary constitutional amendments, and define new constituencies.

In light of this situation, it is essential for all political stakeholders to embrace the 2017 census as the foundation for the upcoming polls. While disagreements may persist, delaying or disputing the census outcomes will only hamper the democratic process and fuel uncertainty. As we approach the elections, national unity and cooperation are paramount to ensure a smooth and credible electoral exercise.

Simultaneously, a caretaker administration is not vested with the authority to implement constitutional amendments. Consequently, despite the MQM’s reservations, the stark reality remains: the options are limited, and the most viable path is to conduct the polls based on the 2017 data.

The responsibility for this predicament largely falls on the shoulders of the ruling authorities. Apart from resource allocation, updated census figures are pivotal for a robust democratic process. Sadly, the multibillion-rupee census exercise seems to offer little utility for the upcoming polls.

When the provisional census figures were finalized two months ago, the government could have taken the initiative to promptly notify the results, setting the legal process in motion. However, perhaps the rulers hesitated, fearing that they lacked the parliamentary strength required for the essential constitutional amendments. As a result of this mismanagement, provinces experiencing population growth may not gain the increased representation they deserve in the parliament.

Nonetheless, despite the recent census-related controversies, any further delay in the polls should be strictly avoided. The caretaker governments in Punjab and KP have already exceeded their constitutional tenures, and this should not become a precedent in Sindh, Balochistan, and the central government.

The only viable resolution to the current quandary is to ensure that free and fair elections are conducted promptly, ushering in a new administration with a fresh mandate to govern. It is imperative that the democratic process remains unimpeded and that the voice of the people is respected and upheld.

Moving forward, the focus should be on fostering an environment of inclusivity and transparency to instill confidence in the electoral process. Collaborative efforts should be made to bolster public trust and ensure that the sanctity of the democratic values is preserved.
