NADRA Overhauls National Identity Card Rules, 2002

ISLAMABAD: The National Database and Registration Authority (NADRA) has introduced significant amendments to the National Identity Card Rules, 2002, with the goal of modernizing Pakistan’s identification system, preventing identity fraud, and strengthening security measures.

Acting on the directives of Interior Minister Mohsin Naqvi, NADRA developed a comprehensive reform package which has now received approval from the federal cabinet. A senior official confirmed that the implementation phase of these reforms is underway, with a focus on combating fake registrations and addressing issues such as child trafficking.

Under the revised rules, registering a child’s birth with the Union Council is now mandatory to obtain a B-Form. Children below the age of 3 will no longer be required to provide biometric data or photographs. However, children aged between 3 and 10 will need to submit a photograph and undergo an IRIS scan. Those between 10 and 18 years must provide a photograph, biometric fingerprints, and an IRIS scan.

Each child will be issued an individual B-Form with a specified validity period. While previously issued B-Forms will remain valid, a new B-Form will be compulsory for passport applications.

Additionally, the Family Registration Certificate (FRC) has now been granted the status of a legal document. Applicants must submit a declaration affirming the accuracy of information provided in the FRC. Citizens will also be able to obtain an FRC based solely on NADRA’s internal records.

The rules further state that all family members, including those not previously registered, must now be added to the system. Citizens can verify or update family data through NADRA offices or via the official mobile app.

In cases of multiple marriages, details of all spouses and children will be included in the FRC. Women will be allowed to choose whether to display their father’s or husband’s name on their CNIC, based on personal preference.

The rules also require that any decisions regarding cancellation, confiscation, or restoration of a CNIC must be made within 30 days.

Moreover, NADRA has incorporated most smart card features into the non-chip-based CNICs, which will now be issued more quickly and at a reduced cost. These updated ID cards will include credentials in both Urdu and English, along with a QR code, without any extra charges.
