Pakistan Summons Norwegian Envoy Over Court Attendance

Pakistan has issued a formal demarche to the Norwegian Ambassador, condemning his presence at a court proceeding in Islamabad as a deliberate interference in Pakistan’s internal affairs. The move has been described as a clear violation of the Vienna Convention 1961, which obligates diplomats to respect the laws and sovereignty of the host state.

The demarche highlighted that Article 41 of the Convention specifically bars diplomatic representatives from interfering in the domestic matters of the receiving country. Islamabad noted that this was not an isolated incident, pointing to a pattern where Norwegian NGOs allegedly support elements hostile to Pakistan’s state institutions.

Court cases involving individuals accused of anti-state activities were described as highly sensitive matters, and Pakistan stated it cannot tolerate any diplomatic association with such elements. The government emphasized that while it respects Norway’s sovereignty, it expects reciprocal respect and adherence to international diplomatic norms.

Responding to the development, Foreign Office Spokesperson Tahir Andrabi said the Norwegian Ambassador was summoned to the Ministry of Foreign Affairs regarding his “unwarranted” court attendance. Andrabi underlined that the envoy’s actions breach diplomatic protocol and international law, urging strict compliance with the Vienna Convention and proper norms of diplomatic engagement in future.
