SCO Leaders Condemn Terror Attacks The Shanghai Cooperation Organisation (SCO) summit in Tianjin adopted the Tianjin Declaration on Monday, strongly condemning recent terrorist attacks in Pakistan and India that have deepened mistrust between the two nuclear-armed neighbours.
The declaration denounced three major incidents: the March 11 hijacking of the Jaffar Express by Balochistan Liberation Army militants, the May 21 school bus bombing in Khuzdar that killed six and injured over 40 mostly students, and the April 22 massacre in Pahalgam, occupied Kashmir, which left 26 dead in the region’s deadliest civilian attack in decades. Both Islamabad and New Delhi accused one another of complicity in the assaults.

China’s President Xi Jinping hosted the two-day gathering in the northern port city of Tianjin, bringing together 20 heads of state and government from SCO members, observers, and dialogue partners. The 10-nation Eurasian bloc — including China, Russia, Pakistan, India, and Iran — vowed united efforts against terrorism, separatism, and extremism, stressing that “double standards” in counterterrorism are unacceptable.

The summit produced 24 agreements, including on counterterrorism cooperation, anti-drug measures, arms smuggling, and establishing a Universal Centre for Countering Challenges and Threats. Leaders also endorsed the 2025-2027 cooperation programme on security and a 10-year development strategy until 2035.

The bloc addressed global concerns, voicing support for multilateral trade amid U.S. tariffs, and marking the 80th anniversaries of the UN’s founding and World War II victory. Laos was also accepted as a new “SCO Partner,” as members agreed to merge the statuses of observer and dialogue partner.
On the Middle East, SCO states condemned Israeli and U.S. strikes on Iran and called for an immediate ceasefire in Gaza, citing “catastrophic humanitarian conditions.” They reaffirmed the need for nuclear safety and urged full compliance with UN resolutions.

Regarding Afghanistan, leaders urged the formation of an inclusive government representing all ethno-political groups as the only path to lasting peace. They pledged support for the country’s independence, neutrality, and elimination of terrorism and narcotics.
