The Critical Need for Reliable Data in Effective Governance

The effectiveness of governance in any country is heavily reliant on the availability of reliable data. In Pakistan, policymakers have long struggled with data limitations, which have hindered their ability to make well-informed decisions across critical areas such as economic development, public health, education reform, agriculture, and industrial planning.

Chief Statistician of the Pakistan Bureau of Statistics (PBS), Dr. Naeemuz Zafar, highlighted the debilitating impact of data constraints on effective policymaking at an event held by the UN Population Fund and the Sustainable Development Policy Institute. These constraints have significantly hindered the addressing of grave socioeconomic challenges in the country.

A 2023 report by the State Bank of Pakistan (SBP) outlined the National Statistical System of Pakistan, which consists of the PBS and four provincial boards of statistics, among other public sector bodies and ministries. However, a major challenge lies in the lack of uniformity in data collection methods, inconsistent standards, inadequate training, limited access to modern technologies, and insufficient financial resources, ultimately undermining informed policymaking in the country.

Furthermore, there is a risk of political biases influencing data production, leading to selective reporting and a distortion of the true situation on the ground. An example of this is the inconsistent population estimates recorded by different provincial statistical bodies, potentially resulting in grave discrepancies and miscalculations in economic assessments and policy decisions.

Another challenge is the management of enormous volumes of data being generated in the digital era, for which Pakistan lacks advanced tools and expertise. Without proper data management and analytical capabilities, decision-makers may be overwhelmed, leading to confusion and unproductive strategies.

To address these challenges, there is a clear need for capacity-building and modernization of Pakistan’s statistical bodies by providing sufficient financial resources, the latest technologies, and training for effective data collection and analysis. Standardization of data collection methods, rigorous quality control measures, collaboration with private sector organizations and academic institutions, and enhanced coordination among government agencies are essential for creating a robust statistical framework that supports informed policymaking and sustainable development.
