Saudi Arabia Issues Hajj 2025 Guidelines: Final Umrah Dates, Makkah Entry Rules, and Permit Regulations

The Saudi Ministry of Interior has released a detailed set of rules and deadlines to manage the flow of pilgrims and ensure public safety during the 2025 Hajj season.

According to the official statement issued on Sunday, the last day for Umrah pilgrims to enter Saudi Arabia is Sunday, April 13, 2025, and they must leave the country by Tuesday, April 29, 2025. The ministry warned that overstaying beyond this window will be considered a violation of visa regulations.

Beginning Wednesday, April 23, 2025, access to the holy city of Makkah will be tightly controlled. To enter, individuals must show one of the following:

  • A valid work permit,
  • A residency ID (Iqama) issued in Makkah, or
  • An official Hajj permit.

Foreign residents living in other cities of Saudi Arabia will not be allowed into Makkah without obtaining the appropriate permit. Anyone caught attempting to bypass this rule will be turned back at security checkpoints like Al Shumaisi, the ministry stated.

Additionally, Umrah permit issuance through the “Nusuk” platform will be suspended from April 29 to June 10, 2025.

Another critical restriction: anyone in the Kingdom on a visa other than a Hajj visa will not be allowed to enter or stay in Makkah starting April 29. This applies to all visa holders, including tourist, business, and family visit visas.

For those who need to be in Makkah or nearby holy sites for work during this period, special travel permits must be requested through official government portals.

These measures are part of the Kingdom’s broader efforts to maintain order, security, and health safety during one of the largest annual religious gatherings in the world.
