It is evident from the long voyage of history that communities existed since the prehistoric era. But emergence of the concept of nation state galvanized perceptions across the globe. It drew imaginary lines on the map of the world to determine nationhood of wandering human beings. It propelled competition among individuals within a community and nations. The conception of nationhood further expounded the evident avoidance of certain evils and embracement of certain goodness to reach to the epitome in the race of nations.

In this regard, Pakistan as a sovereign political entity never paid any heed to overthrow certain evils and inculcate certain goodness into the society to compete the world. Undoubtedly, social stratification always leads to social evils. Beggary is a social evil that has been posing an alarming situation for the glorious nation. It has been enrooting in the nation deeply since last few decades. Neither the state nor the people have ever bothered to condemn this evil. Both state and people are equally responsible for its aggrandizement. Perhaps, due to existence of such mischievous spirit, neither the nation is able to compete nor God has mercy over it.
Likewise, none of the place is safe from this curse. One may face beggars at marketplace, holy places, courts, hospitals, bus stations, shopping malls, café, educational institutions and streets etc. Beggary has been transformed into an institution. It produces professional beggars into the market. It includes juvenile, girls, men and women of all ages. These beggars have bothered the economically starved people in the crises ridden country.
There might be hundreds of reasons and factors responsible for proliferation of beggary in the state. But the responsibility of state and individuals are worth mentioning. Currently, poverty is on peak due to higher inflation rate in Pakistan. Yet, there is lack of industrial zones to engage individuals in a productive work. State as a sovereign entity of management of natural and human resources could not transform the growing population into a skillful labor force and productive workers in Pakistan.
Similarly, people in Pakistan are so generous; they pay in charity without blaming or discouraging the professional beggars. Religious proclamations have boosted beggary in various forms. Humanity and religious sentimental spirit of common men are exploited. Due to unemployment, beyond special persons or differently able people, youngsters are on way to turn into begging. Drug addicted people do not mind to spread their hands before others. Beggary has turned into a profiteering business institution and easy way of earning in Pakistan.
Nevertheless, the situation and circumstances of the crises ridden country have been worsening each passing day. Poverty is increasing due to higher inflation. People hardly get access to basic needs and necessities. It has also pulled women and children towards beggary.
In addition, religious proclaimers fail to regulate and organize charity, alms and forfeiture system in the society. State fails to provide skills and employment to all on equal footings. People are innocent to be exploited between the state and religious seminaries. The socio-economic and politico-religious conditions of the society are exacerbating day by day.
At all, who should be blamed for this evil? Who is responsible to address this evil? State, society, individual or religious seminaries? It is also a matter of concern that, in Pakistan, no one can be blamed nor be held responsible for such evils. Beggary has been wielded with the nation as it is becoming a tool of introduction and definition in the world. Though, it is too late to nip this evil.
In short, it is a social evil; that is common to the state and society alike. It bears collective responsibility. Both state and society need to discourage it. People must pay their alms and charity with generosity on time to the deserving people before they rush into beggary. State must break down the chain and channels of professional beggars. They must be penalized by compelling them to manual work and industrial imprisonment. State needs to take certain immediate steps to avoid society from downfall. Religious proclaimers must come forward to erode this evil because it is an obstacle in the way of peace, progress and prosperity of the nation.
