- It should establish a high-level policy formulation and oversight body, such as a Cyber Governance Policy Committee (CGPC), to provide strategic direction and guidance for digital governance across the country.
- Creating a dedicated institutional structure for implementation, such as a National Cyber Security Authority (NCSA), to coordinate and execute the digital governance initiatives and programs in collaboration with relevant stakeholders.
- It should develop a comprehensive and coherent digital strategy articulating the vision, objectives, principles, and priorities for digital transformation in Pakistan.
- It is essential to formulate and enforce clear and consistent digital policies and standards covering various aspects of digital governance, such as data protection, cyber security, e-governance, e-commerce, e-learning, etc.
- The government should Promote public-private partnerships to leverage both sectors’ expertise, resources, and innovation potential in advancing the digital agenda.
- There is a need to Invest in cyber security research and development to enhance the resilience and capability of Pakistan’s digital infrastructure and systems against cyber threats.
- It is critical to build capacity and awareness among public sector officials, private sector entities, civil society organizations, and citizens on the importance and benefits of digital governance.
- Engaging in global cooperation and collaboration with other countries and international organizations to share best practices, learn from experiences, and address common challenges in digital governance may be the way forward.
Lastly, the application of skills and technology is critical for quality governance. Therefore administrative and organizational reforms are essential for Pakistan to implement digital governance. Furthermore, the civil service and public human resources need reforms and implanting of skills.
