A high-level Committee led by Minister Ahsan Iqbal has instructed the Ministry of Industries and Production (MoI&P) to share a feasibility study and business plan for attracting investors to establish new Steel Mills in collaboration with Russia. This directive was issued during the Committee’s fourth meeting, where they were preparing a wishlist to be discussed during an upcoming high-level visit to Moscow.
The Minister emphasized the need to outline potential projects and proposals for collaboration with Russia, either on a government-to-government (G2G) or business-to-business (B2B) basis. Additionally, the Committee expressed dissatisfaction with the absence of secretaries from various Ministries and Divisions.

After extensive discussions, the Committee made the following decisions: remaining Ministries/Divisions should submit strategy papers immediately; the Pakistan Embassy in Russia should identify sectors for collaboration, along with technical assistance sought from Russia; the Ministry of Commerce should conduct a detailed analysis of potential sectors for enhancing exports to Russia; a list of leading business houses involved in trade with Russia should be prepared for a meeting; the Ministry of Industries & Production should share the feasibility study and business plan for setting up new Steel Mills in collaboration with Russia; the Ministry of Communication and Railways should resubmit the proposal on regional connectivity; and the Ministry of Communications and Railways should prepare a comprehensive master plan for the CPEC route to establish it as a regional connectivity hub.
Furthermore, Committee Members have been urged to personally participate in the meetings for efficient decision-making. The Committee has also included the Board of Investment as a member.
