In a historic and unprecedented development, former intelligence chief Faiz Hameed has been placed in military custody and is now facing court martial proceedings for his alleged involvement in the Top City housing scheme scandal. This marks the first time in the country’s history that a former intelligence chief is being subjected to a court martial, underscoring the gravity of the situation.
Following the orders of the Supreme Court of Pakistan, a comprehensive court of inquiry was carried out by the Pakistan Army to investigate the allegations against Lt Gen Faiz Hameed (Retd) in the Top City Case. This thorough investigation, in adherence to the Supreme Court’s directives, has led to appropriate disciplinary action being initiated against Lt Gen Faiz Hameed (Retd) in accordance with the provisions of the Pakistan Army Act, providing reassurance to the public.
Additionally, the investigation has revealed multiple violations of the Pakistan Army Act post-retirement. As a result, the process of Field General Court Martial has been set in motion. If found guilty, Lt Gen Faiz Hameed (Retd) could face severe consequences, including imprisonment and loss of rank, and he has been taken into military custody pending the court-martialCourt.
The inquiry into the allegations of misconduct by the former intelligence chief was set in motion by the military earlier in the year. This committee was formed in response to directives from the Supreme Court and the Ministry of Defence, and will be headed by a serving major general.
In a written order issued on November 14, the Supreme Court highlighted the gravity and seriousness of the allegations against retired Lt-Gen Faiz Hameed. The Court emphasized the urgent need for their investigation to protect the reputation of the country’s institutions, underlining the urgency of the situation.
The allegations against Gen Hameed include his alleged orchestration of a raid on the offices and residence of the owner of the Top City housing scheme. The Supreme Court directed the owner to seek redress from relevant authorities, including the Defence Ministry, for his grievances against the former intelligence chief and his associates.

A newly constituted inquiry committee is charged with compiling a detailed report based on its findings and presenting it to the relevant authorities.
According to a petition, in May 2017, the Pakistan Rangers and ISI officials raided the office of Top City and Moeez’s residence, allegedly confiscating valuables including gold, diamonds, and money in connection with a terrorism case. The petition further claimed that Gen Hameed’s brother had mediated the issue, and after his acquittal, Gen Hameed arranged a meeting with Moeez to discuss the return of some items taken during the raid.
The petition also alleged that retired brigadiers of the ISI were involved in coercing the petitioner to pay a substantial sum of money and sponsor a private TV network. The petition named several former ISI officials as being involved in the alleged illegal takeover of the housing society.
