John Donnelly, the fire chief of Washington, D.C., announced on Thursday that there were likely no survivors. So far, recovery teams have pulled 28 bodies from the river, making this one of the deadliest air disasters in the U.S. in over a decade. He assured the public that efforts would continue to locate all the victims and return them to their families.

American Airlines confirmed that 60 passengers and four crew members were on board the plane, while the helicopter, which was on a training flight, carried three soldiers. Among the passengers were ice skaters, their families, and coaches returning from an event in Wichita, Kansas. This included Russian-born former world champions Yevgenia Shishkova and Vadim Naumov.
