In an increasingly complex and anarchic world, international and multilateral instruments have been created to combat the proliferation of weapons of mass destruction. Pakistan has recognized its obligations towards international non-proliferation efforts and has prioritized active export control regimes. However, the country is not part of major export control regimes such as the MTCR, NSG, Wassenaar Arrangement, and Australia Group.
To strengthen its credentials in nuclear safety and security, Pakistan should take more steps to be a part of these regimes. The membership of these regimes can help Pakistan establish better relations with multiple stakeholders in the defense and weapons industry. India has already been accepted as the 42nd member of the Wassenaar Arrangement, while Pakistan hasn’t even put up its case for inclusion.
Pakistan needs to build a strong case for its inclusion in the NSG and mobilize its embassies or consulates in different member-states of multiple export control regimes to get diplomatic support on the issue. The international community needs to stop supporting India and shaming Pakistan in vital international forums like the NSG.
Pakistan has already ratified the CWC, and the membership of the Australia Group can help prevent the spread and use of chemical and biological weapons. The membership of MTCR can assist Pakistan’s space program to flourish. As Pakistan already abides by the regulations under the NSG, it has the expertise, manpower, infrastructure, and ability to supply NSG-controlled items, goods, and services for a full range of nuclear applications for peaceful uses.
Hence, Pakistan needs to prioritize its participation in different export control regimes to show its commitment to the non-proliferation of weapons of mass destruction. Joining these regimes would improve Pakistan’s credentials in nuclear safety and security, establish better relations with multiple stakeholders in the defence and weapons industry, and prevent the proliferation of chemical and biological weapons.
