Kansas City law enforcement authorities arrested two Americans on Thursday for allegedly engaging in a plot to send aviation-related technology to Russia in defiance of US export regulations.
According to an unsealed indictment in US District Court in Kansas, Cyril Buyanovsky, 59, and Douglas Robertson, 55, conspired to avoid US export laws by selling avionics to clients worldwide who operate Russian-made planes.
The pair, who run KanRus Trading Company, shipped and repaired technology, providing false export data, such as a phony invoice that listed Germany as the final location for repaired equipment carrying a sticker for Russia’s Federal Security Services (FSB).
As per a Justice Department statement, the US Commerce Department notified the men on February 28, 2022, that they required an export license for the equipment after US authorities confiscated a shipment of avionics. In May, June, and July, they unlawfully shipped the electronics through Armenia and Cyprus.
The accused have been charged with conspiracy, unlicensed export of controlled items, falsification and failure to report export information, and goods smuggling in violation of US law. They face a maximum of 20 years in jail for each smuggling charge if found guilty.
