Sarfraz Bugti Stresses Administrative Reforms to Strengthen Governance and Combat Terrorism in Balochistan

On Tuesday, Balochistan Chief Minister Sarfraz Bugti emphasized that poor governance contributes to the rise of terrorism, highlighting the urgent need for administrative reforms to ensure the province’s stability.

During a meeting with the Secretaries’ Committee, CM Bugti reviewed governance challenges, ongoing development projects, and identified administrative inefficiencies. The session, attended by Chief Secretary Shakeel Qadir Khan, Inspector General of Police Moazzam Jah Ansari, and various departmental secretaries, aimed to address critical issues within the provincial administration.

A key point discussed was the discovery of 428 employees across 28 departments holding dual employment, prompting CM Bugti to direct immediate action, including the registration of FIRs and the application of the Balochistan Employees Efficiency and Discipline Act (BEDA) to address the violations.

The Excise Department also presented records showing that 9,882 government vehicles were in use, with some officers retaining official vehicles despite being transferred. CM Bugti expressed dissatisfaction and ordered the immediate registration of FIRs against the responsible officers.

Emphasizing the importance of effective governance, the chief minister stated that public trust hinges on the government’s ability to deliver results. He urged civil servants to meet their responsibilities, warning that non-performing officials would face forced retirement under proposed amendments to the Civil Servants Act.

In a bid to ensure better governance, CM Bugti announced that, with support from the Information Technology Department, he now has direct access to a government employee database. This will allow him to monitor attendance and performance personally, with strict consequences for underperformance.

The chief minister also directed officials to focus on development projects that genuinely benefit the public, urging officers to work in remote and challenging areas for true service delivery. He emphasized that no government employee or officer could stray from the state’s narrative, stressing that poor governance empowers anti-state elements.

Acknowledging the challenges Balochistan faces, CM Bugti called on all government officials to prioritize solving public problems. He also outlined plans to create more employment opportunities through the Public Sector Development Programme (PSDP) in collaboration with the private sector.

Reaffirming the government’s commitment to counterterrorism, CM Bugti declared a firm stance against anti-state elements. He reiterated that while the state is open to dialogue, it would not tolerate efforts to destabilize the country through violence, vowing to decisively combat hardcore terrorists.

Finally, CM Bugti called for all civil servants to align with the state’s agenda, ensuring the effective implementation of government policies and prioritizing public service over personal privilege.
