The Ministry of Overseas Pakistanis and Human Resource Development (MOPHRD) informed the Senate that these workers were sent abroad on the demand of the host countries through the Bureau of Emigration and Overseas Employment, and Protectorate of Emigrants. However, the data shared by the ministry with the Senate raised questions due to factual inaccuracies and discrepancies in the statistics for various countries.

The total number of Pakistanis who traveled abroad for employment through government channels was reported to be 3,276,861, with the largest numbers heading to Saudi Arabia, the United Arab Emirates, and Oman over the five-year period.
