Pakistan and Russia have signed a protocol to implement large-scale energy projects and enhance oil and gas trade. The agreement follows the ninth meeting of the Pakistan-Russia Inter-Governmental Commission on Trade, Economic, Scientific, and Technical Cooperation.
The protocol covers several key areas, including Russia’s invitation to invest in the Pakistan Stream Gas Pipeline (PSGP) project, joint exploration with Pakistani oil and gas companies, and potential oil and LNG supply agreements. Both countries agreed that the PSGP would form part of a broader infrastructure program aimed at improving the gas supply and supporting sustainable development.
Pakistan is conducting a detailed study on its energy needs, with results expected by the third quarter of 2025, which will guide future energy decisions. The two countries also discussed the successful delivery of oil to Pakistan and agreed to continue the current arrangements.
Russia’s Gazprom Neft showed interest in collaborating with Pakistani companies in oilfield services, while discussions are ongoing about LNG supply from Russia’s Portovaya LNG plant. Both countries are also exploring offshore oil and gas exploration and the expansion of mining and geological cooperation.
Russia plans to export coal and related chemical products to Pakistan and is keen on collaborating in hydropower projects. They have outlined potential areas of cooperation in water and energy management and are working towards a comprehensive plan to enhance Pakistan’s water resources and energy efficiency.
Both sides aim to continue their discussions, with more agreements expected by mid-2025.
