Ethics are the most significant for collective life. Then, they are equally crucial for social, cultural and administrative organizations. Then, job ethics are the set of moral principles and values that guide the behaviour and conduct of employees in the workplace. They reflect the standards of right and wrong, fairness and justice, honesty and integrity that employees must uphold in their professional roles. Job ethics can vary depending on the employees’ industry, organization, culture, and personal beliefs. Still, they generally aim to promote the common good, respect the dignity and rights of others, and prevent harm or misconduct.
Ethical administrative codes of administration are the rules and regulations that govern the ethical behaviour of public officials and civil servants. They are designed to ensure that public administration is transparent, accountable, impartial, and lawful and that public officials and civil servants act in the public’s best interest. Ethical administrative codes of administration can include:
- Codes of ethics.
- Codes of conduct.
- Anti-corruption laws.
- Whistleblower protection laws.
- Conflict of interest policies.
- Disciplinary procedures.

A critical evaluation of the ethical administrative codes of administration would involve examining their strengths and weaknesses, effectiveness and challenges, relevance and applicability, and impact and outcomes. The clarity and comprehensiveness of the ethical principles, values, and standards that are defined and communicated in the codes are essential to be employed. Furthermore, the alignment and consistency of the codes with the legal framework, the organizational culture, the public expectations, and the professional norms of public administration are essential. It is also crucial to ensure the feasibility and enforceability of the codes in terms of the availability and accessibility of resources, mechanisms, processes, and sanctions to implement and monitor them.
Administrative ethics are vital for organizations for smooth working and productivity. The responsiveness and adaptability of the codes to the changing needs, demands, and circumstances of public administration in a dynamic and complex environment can lead to better performance and delivery. Furthermore, the awareness and acceptance of the codes among public officials, civil servants, and other stakeholders such as citizens, media, civil society, and the private sector will harmonize the organization’s work for better functioning and delivery. It is also essential to influence and impact the codes on the ethical behaviour, performance, and outcomes of public officials and civil servants and public administration’s trust, legitimacy, and quality.

Accordingly, public administrators should inspire their human resources rather than dictating them. Organizational leaders can encourage the organisation’s human resources by creating a clear and compelling vision that aligns with the organisation’s purpose, values, and goals. Administrative ethics in Pakistani public administration have been deteriorating. The officers need help to take the lead and inspire the staff. Still, there is a colonial attitude and ethical methods, which often create disturbances among the staff. Accordingly, there is a great need to develop ethical codes in public administration and apply them across tiers of administration. Now, one can not push employees and staff unethically and hope to take maximum capacity out of the human resources.
