Senate Committee Demands Rectification of Provincial Representation Deficits in Senior Governance
The Senate Standing Committee on Devolution, chaired by Senator Zamir Hussain Ghumro of the Pakistan Peoples Party (PPP), directed the federal government on Tuesday to strictly enforce provincial representation quotas in senior-level administrative promotions. The directive follows official disclosures revealing extreme regional disparities within the federal bureaucracy, highlighted by the fact that only one federal secretary out of 38 divisional heads holds a Balochistan domicile.
The committee emphasized that upholding Article 38(g) of the Constitution—which mandates securing provincial shares across all appointment modes, including promotions and transfers—is vital for addressing institutional grievances and countering ongoing regional instability in Balochistan. Addressing the panel, Secretary Establishment Division Nabeel Awan acknowledged the necessity of fulfilling constitutional requirements but noted that current service frameworks do not apply provincial quota restrictions to merit-based promotions.

Bureaucratic Disparities in Balochistan’s Federal Representation
According to written submissions provided by the Establishment Division, Balochistan’s federal service quota was increased from 4.5% to 6% in 2020. However, official data demonstrates persistent underrepresentation across both basic and senior civil service cadres:
- Junior Cadres (BS 1–16): Balochistan holds 31,235 positions (5.2%), falling short of the mandated 6% allocation.
- Senior Officer Cadres (BS 17–22): Only 1,287 officers belong to Balochistan, representing approximately 3.5% of total officer-level federal employment.
- Executive Leadership (BS 22): A single secretary from Balochistan leads one of the 38 federal divisions.
- Recruitment Measures: The Establishment Division confirmed a draft summary requesting a one-time exemption from federal recruitment bans to fill over 3,300 vacant BS 1–16 posts allocated to Balochistan under austerity guidelines.
Two-Week Ultimatum Issued on Article 172(3) Oil and Gas Enforcement
In a concurrent constitutional ruling, the committee issued a strict two-week deadline to the Petroleum Division to implement Article 172(3) of the Constitution, which specifies that mineral oil and natural gas within a province vest jointly and equally in the province and the federal government.
The committee ordered the federal executive to either transfer half of all oil and gas well-head operations to their respective host provinces or establish an audited profit-sharing framework reflecting joint ownership. Rejecting arguments from the Petroleum Division that sector governance is strictly governed by the Companies Act 2017 and SOE Act 2023, Chairman Ghumro warned that failure to establish a compliant mechanism within 14 days could result in legal proceedings under the Contempt of Parliament Act, National Accountability Bureau (NAB) statutes, or Article 6 for constitutional subversion.
