Social security refers to a system of government-provided benefits, programs, and services that aim to protect individuals and families from economic and social risks such as poverty, unemployment, disability, and old age. The primary objective of social security is to ensure that all members of a society have a certain minimum standard of living and access to basic necessities such as healthcare, education, and housing.
The concept of social security is closely linked to the idea of a welfare state, which is a government that takes responsibility for the well-being of its citizens by providing social services and support. The welfare state is built on the principle of social solidarity, where the strong support the weak and vulnerable in society.
In Pakistan, the government has failed to implement effective mechanisms of social security, leading to widespread poverty, inequality, and social exclusion. The 18th amendment of the constitution has devolved many powers to the provincial governments, including the responsibility of implementing social welfare schemes.

To ensure provision of social security in Pakistan, the federal and provincial governments should implement various strategies such as:
- Developing a comprehensive social security policy that addresses the needs of all segments of society, including women, children, the elderly, and persons with disabilities.
- Establishing a social security system that provides a safety net for vulnerable individuals and families through various programs such as cash transfers, food subsidies, health insurance, and pension schemes.
- Expanding and improving the quality of social services such as healthcare, education, and housing to ensure access to basic necessities for all citizens.
- Strengthening the capacity of government institutions responsible for implementing social security programs, including ensuring adequate funding, staffing, and training.
- Encouraging private sector participation in social security provision through partnerships with government agencies and incentives such as tax breaks.
Society can also play a vital role in providing social security by promoting social solidarity and community-based support systems. This can include initiatives such as community-based health programs, microfinance schemes, and social safety nets for vulnerable households. Civil society organizations can also play an important role in advocating for social security policies and monitoring their implementation.
