Cabinet Resolves Controversy Over Societies Registration (Amendment) Bill 2024 and Approves Key Policies

On Friday, the federal cabinet successfully addressed the ongoing controversy surrounding the Societies Registration (Amendment) Bill 2024, also known as the seminary bill. This followed a resolution reached between Prime Minister Shehbaz Sharif and Jamiat Ulema-e-Islam Fazl (JUI-F) leader Maulana Fazl ur Rehman, ensuring the matter was resolved promptly.

The bill, which had already been passed by both the National Assembly and Senate, had caused friction between the government and the JUI-F. The disagreement stemmed from an agreement to pass the bill as part of securing JUI-F’s support for the 26th Constitutional Amendment. Despite parliamentary approval, President Asif Ali Zardari had returned the bill citing legal concerns, and under the Constitution, it was required to be re-tabled before a joint sitting of the parliament.

In addition to resolving the seminary bill issue, the cabinet also approved amendments to the Income Tax Ordinance 2024, specifically for banking companies, based on recommendations from the Revenue Division. The cabinet further approved a policy for carbon market trading in response to suggestions from the Ministry of Climate Change and Environmental Coordination.

Furthermore, the cabinet endorsed the expansion of insurance tribunal powers, empowering all District and Session Judges in Khyber Pakhtunkhwa, based on an order from the Peshawar High Court and the Law Ministry’s recommendation.
