Democracy in Pakistan requires urgent reconfiguration through structured reforms rather than endless civil-military debates or electing unaccountable “rajas.” The current 5-year parliamentary terms foster instability and dynastic politics. We must shift to a more responsive, localized, and accountable system driven by civil society debate, not politicians alone.
•Parliamentary terms: Reduce to 3 years to increase accountability and responsiveness to public needs.
•Local government: Implement immediately to decentralize power and address grassroots issues effectively.
•Elections: Introduce staggered elections so voters participate annually, keeping politicians constantly answerable.
•Senate: Hold direct elections for greater legitimacy and representation.
•Cabinet and executive: Limit cabinet to 10 members; restrict only 10 parliamentarians to executive roles to reduce patronage.
•Federal structure: Cap federal government departments at 10 for efficiency and reduced bureaucracy.
•Presidency: Retain one President with no provincial governors to streamline governance.
•Electoral system: Adopt a mixed model combining proportional representation and ranked-choice voting for fairer outcomes.
•Term limits: Enforce term limits across all positions to prevent entrenched power.
•Family restrictions: Ban immediate relatives from holding parliamentary or public office simultaneously to curb dynasties.
•Political parties: Require parties to demonstrate 250,000 members, hold annual conventions, and conduct internal elections before appearing on ballots.
The Constitution must not be tampered with solely by politicians. Civil society needs to lead a national debate on these ideas. Additional safeguards could include maturity and psychological checks for candidates to ensure fitness for office. Without such reforms, democracy remains superficial.
