Much has been written about politics and history in Pakistan, but serious scholarship on governance and institutional reforms remains remarkably scarce. At Republic Policy, our mission has always been to move beyond diagnosing problems and focus on practical solutions and meaningful reform.
Through rigorous, evidence-based, and non-partisan research, we have consistently argued that Pakistan’s challenges can only be addressed through better governance and comprehensive institutional reform.
We firmly believe that Pakistan’s future depends on the fundamental reform of all three pillars of the state—the executive, the legislature, and the judiciary. To advance this vision, Republic Policy has published four books that together present a comprehensive reform agenda for Pakistan’s system of governance. These works offer detailed proposals for reforming the executive branch, the legislative branch, the judicial branch, and the civil service.
Fixing the Executive Branch of Government presents a pathway to transform the operations of government. Our core argument is that no reform will be successful without reforming the centralized civil service into the productive civil service. As Woodrow Wilson remarked, “It’s getting harder running a constitution than framing one.”
Fixing the Legislative Branch of Government talks about reforming the legislation of Pakistan. Our core thesis in this book is that Pakistan is a Federal Republic. It should work like a REPUBLIC AND FEDERATION. The book presents a case for the leading role of the political executive over the bureaucratic executive. It makes a case for the empowerment of legislative oversight.
Fixing the Judicial Branch of Government demands judicial independence from the executive. Simultaneously, it never ignores the complicit role of the judiciary in the history of Pakistan in subverting the democratic fabric of our society.
The Bureaucratic Coup demands that the letter and spirit of the Constitution of Pakistan be reconciled. The affairs of the federation must be handled by the federal bureaucracy, and the affairs related to the provinces must be handled by the provincial bureaucracy. The spirit of the federation must be reflected in the actual practice of how we run this state.
