Electoral reform is the first essential step towards strengthening democracy in Pakistan. But reforming the electoral system means much more than improving the technical functioning of the Election Commission, ensuring transparency on polling day, or delivering election results on time. These measures are necessary, but they do not by themselves create a strong democratic system.
Republic Policy’s central argument is that an electoral system becomes genuinely effective only when citizens trust it and participate meaningfully in the political process. Public confidence is therefore not a secondary issue; it is the foundation of electoral legitimacy. When people believe that their vote matters and that the electoral process fairly reflects their choice, democratic institutions gain strength and credibility.
The quality of representation is equally important. Democracy cannot mature if politics remains dominated by inherited influence, family networks and entrenched political interests. A credible electoral system should create space for genuine public representatives—people who emerge through political participation, public confidence and democratic competition rather than simply through political inheritance.
Electoral reform, therefore, should not be viewed merely as an administrative exercise. It must be understood as part of a broader effort to strengthen political participation, improve representation and restore citizens’ confidence in democratic institutions.
