Republic Policy advocates the appointment of specialized administrators to reform professional and technical sectors in Pakistan, particularly health and education. Our central argument is that the general bureaucracy is not adequately equipped to understand the complexity, technical requirements and distinctive administrative needs of specialized sectors in a modern state.
Fields such as health, education and taxation require administrators with relevant professional expertise, practical experience and a deep institutional understanding of their respective sectors. Specialized administrators should therefore have their own service structures and pay grades. Rather than placing technical institutions within a uniform general administrative framework, Pakistan needs dedicated systems designed around the particular requirements of each sector.
Republic Policy’s position is clear: specialized departments cannot be effectively administered through the general bureaucracy. When technical institutions are led by officials who lack sufficient knowledge of their professional character, operational requirements and sector-specific complexities, the risk of administrative stagnation increases instead of institutional development.
Punjab’s Rescue 1122 and the Punjab Emergency Services Academy provide important examples of this approach. Specialized leadership and administrators familiar with the operational requirements of emergency services played a central role in the development of these institutions. In contrast, many specialized departments have struggled to achieve their required institutional capacity and autonomy under the administrative dominance of the general bureaucracy.
Pakistan must therefore move beyond the traditional assumption that a generalist bureaucrat can administer every type of public institution equally effectively. A modern state requires not only general administrators but also specialized administrators with sector-specific expertise.
Building professional administrative cadres, appropriate service structures and specialized leadership can help technical institutions develop according to their actual functions rather than forcing them into a one-size-fits-all bureaucratic framework.
