Yesterday, Republic Policy unveiled its complete Democratic Governance Model at Vanguard Books, Lahore. Developed by author Tariq Mahmood Awan, the model brings together five books that examine Pakistan’s governance challenges and propose reforms to strengthen its democratic institutions.
- Fixing the Judiciary
This book examines the judicial branch of government and challenges the idea that any institution should remain beyond constitutional oversight. It argues for judicial independence alongside accountability, emphasising the supremacy of the Constitution and the legislature’s constitutional role in establishing oversight mechanisms.
- Fixing the Executive
The book presents a reform agenda for Pakistan’s executive branch, covering both the political executive and the civil bureaucracy. It calls for a professional, accountable and efficient administration and outlines five principles for civil service reform, including the monetisation of official perks and competitive, market-based salaries.
- Fixing the Legislature
This book focuses on strengthening Pakistan’s legislative branch. It argues that Parliament must exercise its constitutional authority through effective lawmaking, representation and oversight of the executive. A functioning democracy requires a legislature capable of holding the government accountable.
- The Bureaucratic Coup
The book examines how bureaucratic dominance has weakened democratic governance in Pakistan. It questions the concentration of administrative authority in generalist bureaucrats and argues for institutional leadership based on relevant expertise, professional competence and accountability.
- Beyond Four Provinces
This book explores Pakistan’s federal structure and argues for a more effective distribution of political, administrative and financial authority. It proposes stronger federal units as part of a broader effort to improve representation, service delivery and democratic governance.
Together, these five books present Republic Policy’s vision of a Pakistan governed through constitutional supremacy, institutional accountability, democratic federalism and an effective public administration.
